Description (partial)

Symptom:
A new Secoundary IP on OSPF route takes to propagate about 30 minutes.

Conditions:
When a secondary ip address is added to an ospf interface and the
correct network statement is added under router ospf, the route will not be
propagated until the next build of router LSA.
