Description (partial)

Symptom:
User sees either a config-failure against the VSM in NSC or missing service path configuration on the Nexus1000v.

Conditions:
Binding a service path to a port profile fails if any service path has been disassociated from that port profile.

Example flow:
Bind a service path to a port profile.
Disassociate/unbind the service path from the port profile.
Bind the same/different service path to the previous port profile.
User will see either a config-failure or missing service path configuration on the Nexus1000v.
