Description (partial)

Symptom:
Steps to Reproduce:


1) Login to sponsor portal using https://<Positron_IP>:<port no used for sponsor portal>/sponsorportal
2) Click on the Create Accounts button on the sponsor portal home page
3) Enter the user information and Select the time zone as UTC
4) Click on Submit button. Now the user gets created. Again click on "View Guest Accounts" button
5) Wait till the account gets expired
6) Now Select the expired account and click on the "Change Account Duration"
7) Select any time profile and Click on Submit
8) It throws error saying "An error occurred during reactivation"
9) The guest account is not reactivated




 When checked with some Random time zone, reactivation works fine for few time zones and throws error for few
 Below are the timezones for which it works fine

GMT -06:00 America/Regina
GMT +05:30 Asia/Calcutta
GMT +14:00 Pacific/Apia

 Below are the timezones for which it doesn't work and throws error during re-activation

GMT+01:00 MET
GMT-122:00 Etc/GMT+12
GMT-10:00 HST
GMT-07:00 Navajo
GMT -06:00 US/Central
GMT +03:00 Asia/Aden
GMT +08:00 Singapore

Conditions:
Below are some of the timezones for which it doesn't work and throws error during re-activation

GMT+01:00 MET
GMT-122:00 Etc/GMT+12
GMT-10:00 HST
GMT-07:00 Navajo
GMT -06:00 US/Central
GMT +03:00 Asia/Aden
GMT +08:00 Singapore
