Description (partial) 

Symptom:
From DX650 dial an endpoint that can do 720p60 like a C60 running TC7.1 software. It is seen that DX650 does 1080p@30fps Tx and 720p@60fps Rx. This seems to be not supported and we see a lot of corruption and artifacts in the video on the DX650.
