Description (partial)

Symptom:
While using matchall option classdefault counter is wrongly incrementing

Conditions:
1) Create P2MP EVC between two nodes.
2) Create a class map. 
      Class Map match-all TEST1 (id 4)
        Match ip   dscp 63 
        Match vlan   4009

3) Create a policy map.
      Policy Map TEST1
        Class TEST1
          police cir percent 10
          conform-action transmit 
          exceed-action drop

4) Apply the policy over the service instance level.

5) Send the traffic match with vlan and ip dscp. Policy map TEST1 counters are working fine but    Class default counters are also incrementing.
