Description (partial)

Symptom:
The Cisco UCM failed alarm gets generated when an internal error occurs. These alarms include an internal thread dying due to lack of CPU, timer issues, and other issues. This trap would represents something that is hard to reproduce unless the Cisco UCM team intentionally causes one of these occurrences.

Conditions:
We have tested it by killing ccm via root. It is generating the trap. But customer wants to send a trap every time the system restarts. He confirmed that cisco CVP and gateways are working in this fashion. They are sending a trap every time they reboot.
