Description (partial) 

Symptom:
With default configuration(ip arp garp-storm timer 1 count 100), when sever NIC is failovered, a ARP entry is to be Storm status without updating with new mac(failovered NIC mac) even GARP pps rate of the entry is just 1pps. This issue occurs intermittently.(If the customer tries to do failover test 10 times, this issue occurs 2-3 times)

- NX-OS: 6.2(2)
- Default Configuration of GARP storm
