Description (partial)

Symptom:
Fixed Station RCS take more than 2 minutes to recover post server fail-over.

This was tested on IPICS 4.8 CD8 to reproduce:
1. Install IPICS, configure IPICS HA, DFSIG and add Daniels Fixed Station
2. Login from MC-IDC and R-IDC (just to compare both)
3. Power on FS on both IDC's and open Radio Details Page
4. Check that RCS is Connected Online and Channel Selector is working
5. If you initiate fail-over from IPICS HA this sequence will happen:
 a- After 20 seconds IDC user will become Online again
 b- After 27 seconds RCS will be Connected Online (but it's not functioning, changing channel selector won't cause any change on the other IDC)
 c- After 1 minute 36 seconds RCS will be Disconnected Offline
 d- After 2 minutes 13 seconds RCS will become Connected Online and start to function as expected
6. Another 2+ minutes was required to recover RCS after fail-back.

Expected Behavior: 
1. RCS should go offline and stay like that until it's working again (we need to avoid that weird state when it's green and not functioning correctly it's confusing for the user) 
2. More than two minutes is a long delay for the RCS to recover every time a fail-over is needed, 30-60 seconds is expected.

IPICS 4.8(1) or higher
DFSI
IPICS server fail-over
