Description (partial)

For 4.2.1 the SVD (selective vrf download) default configuration setting is "Enabled" or "ON".

For 5.1.x (since 4.3.1) there is a knob introduced to Enable SVD 
(CLI is "svd platform enable" under admin config mode) while making
the Default config setting to "OFF" or "Not enabled".

"svd platform enable" needs a reboot after CLI is configured.

This means after upgrade to 5.1.x it will need 2 reboots,
one for upgrade and other after "svd platform enable" is configured.
To avoid the extra reboot, When upgrading from 4.2.1 to 5.1.x in such situation,
this SMU will provide a fake "svd platform enable" command which can be
configured on 4.2.1 itself. 
So that only one reboot is required during upgrade to 5.1.x

- ASR9000 routers should be running release 4.2.1 release.
- Upgrading to 4.3.x or later version such as 5.1.x
- SVD is set to default "ON" for 4.2.1
