Description (partial) 

Symptom:
rpOrch process is not displaying in the EC Process Status WUI page after the enabled the Regionalization Support feature and bounced the dncs processes. rpOrch process went to Disabled state.

Conditions:
Do the fresh installation or migration of SRDVD7.0.0.3 in EC headend. Before installation, please make sure Regionalization Support feature was in disabled and not registered with any ECS.

After installation completed, enable the Regionalization Support feature in EC and bounce the dncs processes. Here Regionalization Configuration WUI is displaying the EC WUI, but rpOrch process is not displaying.
