Description (partial)

Symptom:
High CPU in a UBR10K, IP Input process with High CPU utilisation, Routing protocol adjacencies flapping.

Conditions:
Observed in particular DDoS attack scenarios, even when tightest Divert Rate Limit (DRL) configuration is in place.
High CPU is a result of traffic being punted back to the PRE.   Affects PRE4 and PRE5.
