Description (partial)

Symptom:
ASR5000 does not currently support IPV6 forwarding for prefix lengths 1-11 inclusive and  65-128 inclusive. 
When these routes are added, NPU ignores these routes.
However, when ASR5k IPV6 ECMP learned routes includes routing information with prefixes that are not supported, it ends up corrupting the FWD DB and causes many NPUMGR restarts during subsequent updates.

Conditions:
IPV6  is configured on ASR5000.
