Symptom:
UCM is not handling 491 (Request Pending) properly when it relates to a re-INVITE
The impact on the call involved varies by the call scenario. Known symptoms include unexpected call disconnect, or no media after mid-call feature

Conditions:
1. Normalization script is applied on SIP Trunk
2. Glare condition occurs and UCM receives 491 on the above SIP Trunk
3. Conductor and VCS B2BUA will trigger this as they don't allow end devices to use UPDATE, but enforce use of re-INVITES.
