Symptom:
Total no. of active connections is double on router during BFCP-TRP Transfer cases with Tandberg endpoints

Conditions:
Call flow:
SX20-1 (TRP disabled) ----> Cluster2----> EX90-1(TRP disabled)
SX20-1 (TRP disabled) ---> unattended transfer --->cluster2¬¬---SIPT(EO)-->   Cluster1 ---> SX20-2 (TRP Enabled)

Ex90-1 supports only RFC 2833 DTMF method and since Refer transfer method is used by SX20 for unattended transfer MTP will get allocated to provide SDP towards the EO trunk. After transfer is compete MTP will be retained in Cluster 2 due to DTMF requirements. MTP in Cluster one is due to TRP requirements
