Cisco Bug: CSCun20417 - CX: service restart with uncommitted policy set causes traffic failure

Description (partial)

Symptom:
1) CX drops all traffic re-directed through it. 
2) Following message is seen on browsing to Events section of PRSM in spite of all the services being up: 
" Error retrieving the event catalog. The eventserver might be down or otherwise unreachable. Please try again. If the problem persists, log into the product's CLI, then stop and restart services." 
3) PRSM dashboard gets stuck in loading and never completes loading.

Conditions:
CX's services are restarted with an uncommitted policy set. Definition of a policy set is here:
