Description (partial)

Symptom:
FPGA upgrade fails due to a wrongly read current FPGA number. Sample error message:

fpd_fpga_agent[193]: %PLATFORM-FPD-3-ERR : fpd-err: Cannot downgrade fpga2 for this card on location 0/1/CPU0 from 512.256 to 1.08. Minimum required firmware version of fpga2 for this card is 1.08.

Conditions:
Observed on A9K-2x100GE and A9K-1x100GE cards of the ASR 9000 series routers.
