Description (partial)

Symptom:
Overall it looks like we are not calculating correct values in the Destination Based Accounting feature.  The values reported in the AAA Accounting Radius are many times higher than the total number of bytes were sent by the device.

Conditions:
Perform the following:
Phone powered up, sent a picture message, then powered down.  The picture message was almost 600,000 bytes in size.
