Symptom:
"End" call button is not working when CUCMs are down during FAC/CMC call

Conditions:
Make a FAC/CMC call from device A. when remote device is in ringing state turn off cucm services. Now try to end the call from Device A. End call button is not working and device is staying in that particular page
