Description (partial)

When attempting a blind transfer, the original caller is dropped if the transfer destination does not answer the call in less then 10 seconds.

1) A call is being blind-transferred out to a PSTN or SIP provider destination. 

2) The transfer destination requires Early Media, so 183 Session Progress w/ SDP is received from the transfer destination before it connects. 

3) There is no 180 Ringing in this call flow.

4) The blind transfer is initiated while the transfer destination is still ringing and early media is cut through.

5) Once the blind transfer is complete (second press of transfer button), if the destination does NOT answer in less then 10 seconds the original caller is dropped.
