Description (partial)

Symptom:
LDP is allocating local label for routes with BVI next hop interfaces

Conditions:
ASR9K PD doesn't support BVI interfaces and as a result traffic is dropped when MPLS label is removed and forwarded as IP on BVI interface

This is not a concern for Typhoon based cards.  Those cards can handle the labeled traffic through the BVI.  Only Trident cards will drop this traffic.
