Description (partial)

Symptom:
When users are connected via Cisco Expressway, and place call to PSTN number, but the PSTN number declines the call, users would not hear the voice hint for call failure, instead, they would keep hearing a calling tone, until the call times out.

In that case, users, as calling party, would not know the called party has already declined the call, until the call session is timed out.

Conditions:
Place a call from app to a PSTN number, and then PSTN number declines the call.
