Description (partial)

Symptom:
GE client port not squelching in the absence of pluggable on trunk port

Conditions:
- Have an AR-XPE card which Is provisioned for 6 GE clients and one Oc48 client in MXP-MR-HIGH mode.
- Give GE traffic for all the ports (1-6)and oc48 traffic for port(7).
-There is no pluggable connected in the trunk port.
-All the clients are in squelch mode.
-OC48 client port is reporting squelch whereas GE link is up(traffic is down as expectd) without any squelch alarm.
-If the pluggable is connected to the trunk port then squelching is happening on GE ports as well.
-  The issue is seen without pluggable on the trunk port.
