Description (partial)

Symptom:
3 Failed login's  not lock the user account after enabled strong security mode

Conditions:
* Login to C90 Web Interface
* Enabled Strong Security Mode
* Goto User administration tab
* Create user account with user access
* Click Sign out

* Now in home page type user name which is created 
* Enter wrong password more than 3 time or many times

* After that enter correct password.
