Description (partial)

Symptom:
Kernel panic seen when the system boots up after enabling FIPS mode.

Console shows:
EXT3-fs: mounted filesystem with ordered data mode.
Error Initializing NSS.
Kernel panic - not syncing: Attempted to kill init!

Conditions:
Enabling FIPS mode and rebooting the system
