Description (partial)

Symptom:
When using PIM-SM, some S,G flows may not  transmit to an expected outgoing interface.

Conditions:
This has been observed for some flows that were working when an adjacent router was reloaded. After the reloaded router recovered the outgoing interface for some S,Gs was not programed even though IGMP joins were received.
