Description (partial)

Symptom:
After upgrading N7K from 6.1(3) to 6.2(2a), broadcast traffic is getting dropped due to storm control drops on some other unrelated ports, causing connectivity issue/outage since packets as ARP are getting dropped. This issue was not reported in 6.1(3) code version

Conditions:
N7K running 6.2(2a) with F2e module reported this issue
