Description (partial)

Symptom:
NTP is not syncing in the right way after the Day light savings

Conditions:
+ One UCS Domain was working fine - After the upgrade, NTP is working fine with the correct Day light savings.
+ Previous firmware - 2.0(4b)
+ Current firmware - 2.1(3a) 
+ Fabric interconnects - 6248

+ They Rebboted the FI but it did not work. 
+ They have upgraded the Fabric interconnect firmware, out of the Three fabric interconnects, only two of them got synced but one did not get synced.
++  I loaded the debug plugin to run the following commands for the working one and the non-working one.

Load the debug pluging.

cat /var/tmp/isan.timezone

cat /etc/isan.timezone

cd /usr/share/zoneinfo

zdump -v NZ

and compare the two environments

++ For the working one, I have the following Output

Linux(debug)# cat /var/tmp/isan.timezone 
NZST-12:0
NZST -12 0
Linux(debug)# cat /etc/isan.timezone

++ For the non-working one, i have the following output
