Description (partial)

Symptom:
Call fails in H245 negotiation, This happened from a PSTN caller inbound to CUCM to another cluster.
PSTN caller would continue to hear ringing, even when the far end picked up. Eventually call drops 12 seconds after far end picks up, due to MX timeout.

Conditions:
8.6.2.21900-5
inbound FS configured

call flow where we first saw this issue:
PSTN - H323 GW (Faststart) -> PUB from Cluster 1 -> SIP trunk -> Cluster 2 -> UCCX RP

In this call flow, it is an inbound call to UCCX.
When UCCX picks up, you'll notice we send the 200 OK To cluster 1, but we never send a CONNECT to the h323 GW.
