Description (partial)

Symptom:
DNS returns SERVFAIL for queries whose name servers round trip time (RTT) is greater than nameserver-max-rtt.

Conditions:
The name servers are authoritative for other domains, but are returning errors (i.e. REFUSED) for those other domains. Other possible conditions are that the name servers for the queried domain are very slow (more than nameserver-max-rtt).
