Description (partial)

Symptom:
1. dhcp discover packets are not getting forwarded by the mgmt interface. As a result the dhcp negotiation doesn't happen.
2. when the management interface is configured as DHCP client the link is constantly flapped.

Conditions:
ip address dhcp command is configured on management interface fa1

++ This defect has been seen on 4K, 3850, and 3650 platforms
