Symptom:
Issue:
While checking for the device information via web (i.e., when opening the phone web GUI using http://phoneIP), it is found that the User Locale Version under Network Setup is displayed wrongly. 

Active user locale version is not displayed. Instead the initially installed locale version is displayed.

Conditions:
Repro Steps:
1)	Apply Japanese user and network locale to the phones and enable the web access in Phone Config Page of Call Manager.
2)	Open any web browser and type the IP address of the phone.
3)	The Device Information web page would be displayed by default.
4)	Select the Network Setup link at the left side of the web page, scroll down and check for the User Locale Version.
5)	Active locale version is not displayed.
