Description (partial)

Symptom:
pre-reload configured EIGRP works as expected and upon reloading the router no longer forms neighbors.
Ethanalyzer shows neighbors sending hellos but not hellos being sent from the nexus 5k or nexus 6k itself. 
Show ip eigrp traffic shows no hellos sent or received and show ip eigrp says the process is running but no neighbor form.

Conditions:
This only occurred when the router was reloaded

We encountered this bug a few days ago when we had to reboot the nexus switches.  Another thing we noticed was our license configuration was lost and we had to contact TAC to reapply the L3 license.
