Description (partial)

The phone display language is not updated immediately after applying the language to phones via 10.0.1 of Self-Care portal

Repro Steps:
1)	Assign a user to any one of the IP Phones in Unified CM
2)	Open Self Care Portal using https://<UnifiedCMIP>/ucmuser
3)	Login with owner user id and password
4)	Navigate to General Settings -> Language. Under which select the display language either to be Japanese or English
5)	Click Save to save the changes made. The notification Language settings have been successfully saved is also displayed. (Means, the Self-Care DB is updated)
6)	Check for the display on the particular phone. Still the language remains the same with no change.

Problem Description:
The language is applied to phones only after manual reset but it is expected to be changed immediately after saving the configuration via portal without any manual or Unified CM reset.

Note: When making other changes like Checking/Unchecking the Log Missed Call Details via portal, Self-Care DB is also getting updated and also the phones. The phones are immediately getting restarted and the changes are applied successfully.

It is found that the other settings like forward settings, Speed dial settings, log missed call settings are applied immediately but the language settings alone took longer.
