Description (partial)

Symptom:
IPEP slow data transfer rate and packet loss with traffic bursts.

For example:
With SMB traffic,FTP traffic we have very poor file transfer rates of 10kbps.We see lots of TCP retransmissions and DUP ACK frames on both eth0/eth1 interfaces.
The IPEP/IPN node suffers from packet loss if fileserver sends a burst of 5 packets before an ACK is sent back.

Conditions:
IPEP routed mode.
 While switching packets between eth0 and eth1, we seem to be losing some packets which then get either retransmitted or Fast-retransmitted following  3 Duplicate ACK's from the client that is using  TCP Selective ACK to tell the server which sequences it did not receive.
