Cisco Bug: CSCun01373 - AP sends capwap data to wrong mac when GLBP time to live expired

Description (partial)
Symptom: if we shut down one of the GLBP peer(which is the 4506 or 4507), and keep it in shut down status, after 4 hours, the time to live timer on GLBP peer will expired, after that, we found the CAPWAP control and data tunnel are using the different MAC address and PC can not connect any more, you can check the config/topo/steps to recreate attachment for detail. Conditions: AP's gateway is on GLBP peer. AP's image is based on WLC 7.0.* version. we have to shut down the active peer and keep it in shut down status for 4 hours.
