Description (partial)

Symptom:When an ORF message with multiple prefix lists is exchanged between neighbors or during nsr sync, it caused session reset or missing received prefix-filter list on the standby.

Conditions:In the following 2 conditions, this problem could show:

1. when ORF receiver receives a Route Refresh message packed with more than one ORF filters (i.e., ORF TYPE + Length of ORF entries + ORF entries), bgp session will be reset.
2. when proc restart bgp on standby of ORF receiver, received prefix-filter is lost on standby.

These 2 conditions are due to the incorrect decoding of the ORF message when it contains multiple prefix lists.
