Description (partial) 

Symptom:

Port bring up can fail with syslog  "IFTMC resource allocation failure"

Conditions:
Ports are configured in trunk mode

interface Ethernet1/5
  switchport mode trunk
  no shutdown
 
interface Ethernet1/6
  switchport mode trunk
  no shutdown
 
interface Ethernet1/7
  switchport mode trunk
  no shutdown
If the Vlans are created in the range 1-4K, all the VLANs are allowed.
This will result in failure because of HW resource unavailablity.

8K is the max size of HW.  It is shared across 4 ports.

Workaround(s):
Configure allowed VLANs in each port
