Description (partial)

Symptom:
When packets arrive at the interface/SVI configured for PBR that is using the "set ip default next-hop x.x.x.x" they will get routed via the RIB if there is a default route instead of the PBR configured next hop.

Conditions:
Configuring PBR with the "set ip default next-hop" command and the next-hop points to an IP in the same VLAN AND we have a default route in the routing table.
