Description (partial)

Symptom:
ASR5K - MME does not send IMSI detach to MSC-VLR after Idle timeout.

After SGW sends Delete Bearer Req/Res to MME the LTE sessions are torn down.  MSC and HLR still reflect UE is in LTE coverage and subsequent attempts to initiate CSFB for Voice or SMS services is impeded due to MME Paging Rejects due to unknown IMSI.

Local Cisco AS team was able to reproduce this in the lab:
1)	Attach the subscriber and it goes to idle state.
2)	After Idle timeout trigger on SGW which is 1440 seconds in Production and send the delete bearer Request to MME.
3)	MME delete the subscriber and did not send the IMSI detach message on the SGs Interface.

Conditions:
When subscriber goes IDLE and was attached in LTE and UMTS network.
