Description (partial)

Symptom:
7861 lines active but no call exists

Conditions:
In the test scenario 5 calls were placed at varying intervals, 10-30 seconds between calls & were allowed to ring for 100 seconds with no answer & disconnected, the 5 calls were redialed indefinitely. Within a few min there will be 6 or more lines illuminated amber, yet there are ONLY 5 calls being dialed/active. Dialing was stopped with all 5 calls. Any remaining illuminated lines can not be answered or utilized for calls. The 7861 GUI indicates the calls are active & there is an "Answer" softkey but the call can not be answered by the softkey or the hard key
