Cisco Bug: CSCum97996 - CUCM sends "Send 181 Call Is Being Forwarded" even it is False

Description (partial)
Symptom: CUCM sends SIP 181 on inbound call leg when call is being forwarded. This may result in unexpected tones to be played at the caller. Conditions: CUCM Version : 9.1.2.11900-12 with following configuration - SIP trunk with QSIG tunnelling enabled. - CUCM service parameters "Send 181 call is being forwarded" is set to False "Delay Sending 181 until 180/183 message is received" is set to True Call flow : Inbound call on SIP trunk which is being forwarded. With above configuration CUCM should never send out 181.
