Description (partial)

Symptom:
When a SIP phone is not authorized to join a meetme conference, 'Device Not Authorized' error is displayed on the phone followed by 'Reorder' text. Reorder tone is heard. Phone does not get disconnected at all and reorder tone is heard continuously.

When a SCCP phone is not authorized to join a meetme conference, 'Device Not Authorized' error is displayed on the phone followed by 'Connected' text. Reorder tone is heard. Phone gets disconnected after 40 seconds.

Conditions:
Phone model: 7971/7975
Issue with SIP phone happens only in the shared line scenario. Phone1 dials meetme. Phone2 and Phone3 share a line. Phone2 joins meet me. Phone2 puts call on hold. Phone3 resumes call and gets 'Device not authorized' error and does not get disconnected at all.

SCCP Phone issue is seen in a normal scenario also i.e. Phone1 dials meetme. Phone3 joins meetme and gets 'Device not authorized' error followed by 'connected' message instead of 'reorder' message.
