Description (partial)

When deleting a vrf at BGP level, flow and forwarding information is not deleted and calls continue to be processed as normal.

When deleting a VRF at BGP level, the cleanup function is not properly removing the flow data from the NPU, or the forwarding information. This leads to a condition where traffic will continue to be forwarded.
