Description (partial)

Symptom:
ISG doesn't allocate to a client after interface roaming.
Here is the scenario.

1. A clinet sends DHCP Discover and ISG sends an Offer to the client. The binding is in Selecting state.
2. But some reason the Offer doesn't reach to the client.
3. The client moves to another interface.
4. Since the client doesn't receive the Offer, the client sends DHCP Discover to the ISG on the new port.
5. ISG ignores the DHCP Discover until the old binding is timed out.

Conditions:
Matches the above scenario.
