Description (partial)

Symptom:
On Nexus-7710, after double System-Fantray failure or removal , node shuts down & wont boot without manual power switch ON

The following procedure was performed :

1. Fan1(sys_fan1) model N77-C7710-FAN was removed & node was observed running.
2. Fan2(sys_fan2) model N77-C7710-FAN was removed & wait till node automatically shuts down
3. After inserting Fan1(sys-fan1) & Fan2(sys_fan2) node will not automatically boot.
4. To get the node up & running need to manually switch OFF & switch back ON the power supplies.

Conditions:
After double system-fan failure or 2 fantrays are removed , node performs graceful shutdown & stays down until power supplies are restarted manually.
