Description (partial)

Symptom:
User repeatedly denied access to sponsor portal with "Invalid username or password. please try again"

Both AD and Local Identity Stores suffer the same issue.

On occasion there is a insufficient permissions error "You do not have sufficient permission to access this page."

repeated attempts succeed sometimes.

User name at times is known, but null is passed anyway.

Conditions:
ISE 1.1.x upgrade to ISE 1.2
