Description (partial)

Symptom:
System DB loss, When TNC-E's Swapped

Conditions:
1.Have ANSI M6 Single shelf with dual TNC-E cards.
2. Provision any traffic configuration.
3. Plug-out both TNC-E from M6 node.
4. Insert another TNC-E  card from different node (Tried with ANSI MS-SSC)  in slot-1.
5. The newly inserted TNC-E card comes-up syncing with USB's System DB but fails to sync the Prov DB from USB
