Description (partial)

Use Bulk Loader to load a Third-party SIP Device (Basic) w/user association. 
Open a third party client phone device (e.g. X-Lite) pointing towards CUCM TFTP server

Expected output:
Third party client phone registers to CUCM

Observed issue: Client fails to register to CUCM with 404 Warning: 399 XXXXXXXXX "Unable to find device/user in database". 
On un-associating the device from the user and associating it again, the client registers to the CUCM.

Troubleshooting performed ? 
On loading the third party sip device using bulk loader, Digest user field (under Protocol specific information on the CUCM device page) in CUCM doesn't get populated. However on un-associating the device and associating it again, the Digest User field  gets populated with the user information. This way the client registers successfully to CUCM.
