Description (partial)

Original failure was due to an invalid L2 header size, because a bit indicating push 1 vlan tag was incorrectly set.  But other failures could occur.  Encaps_flags are getting corrupted for bits indicating: vlan_push_1, vlan_push_2, L2 encap valid smac,  L2 encap tag 1 valid, L2 encap tag 2 valid, L2 encap btag valid, increment stat, L2 etype.

This issue is only encountered when there is an ACL match, with the action being other than DENY.  The failure doesn't happen with DENY, since the frame gets dropped.
