Symptom: Original failure was due to an invalid L2 header size, because a bit indicating push 1 vlan tag was incorrectly set. But other failures could occur. Encaps_flags are getting corrupted for bits indicating: vlan_push_1, vlan_push_2, L2 encap valid smac, L2 encap tag 1 valid, L2 encap tag 2 valid, L2 encap btag valid, increment stat, L2 etype. Conditions: This issue is only encountered when there is an ACL match, with the action being other than DENY. The failure doesn't happen with DENY, since the frame gets dropped.
