Symptom:
FOG port is down after Node Power-off and Power on.

Steps to recreate:
******************** 
1. Have a topology as attached.
2. Create a FOG from 4/1 of WRC.
3. Do poweroff node and leave for 15-20 mins.
4. Do power on Node and observe FOG port doesn't come up.

sync-loss alarm is observed in CTC for the fog port and there is missmatch in darrier delay of FOG port(10 msec) and PB port(200 msec)
